Until 2002, Attorney General Opinions were issued in both “formal” and “letter” formats to differentiate between matters of statewide significance (Formal) and issues with a regional impact or limited effect (Letter). As all Attorney General Opinions have the same legal effect, the “formal” designation was discontinued. Advisory letters are not formal opinions but are included for information. Open Records and Meetings Opinions address only alleged violations of the open records and meetings laws.
