North Dakota Games of Chance QR Code for Charities

  • Effective 7/1/2026, organizations now have the option to post a QR code to access gaming related laws and administrative rules in lieu of having a physical copy on site.  Organizations also have the same option for their individual policy manuals, but must develop a QR code on their own for use at their sites.

ND Games of Chance Quarterly Reports of Activity

Prior reports, if available, can be obtained by contacting the Gaming division. Quarterly reports will be added after the end of the following quarter. Quarterly reports marked as PRELIMINARY will be updated to FINAL upon completion of the review of individual organization tax returns, which may result in slight changes to the overall comprehensive reporting.

Internal Control Manual

Organizations are required by both statute and administrative code to establish a written system of internal accounting and administrative controls. The Gaming Division has created a sample manual to assist organizations in creating their own gaming internal controls.

Gaming Policy Manual

Organizations are required, pursuant to N.D.A.C. § 99-01.3-02-03(3), to have a policy manual on its conduct and play of games in the gaming area at a site for review by any person. The manual must include policies for resolving a question, dispute, or violation of the gaming law or rules. The manual cannot include internal controls.

Online Kiosk Training

Register for Training

The Office of Attorney General Gaming Division offers training for licensed organizations on gaming laws, administrative rules, and required recordkeeping. Training is available at any time for new or changing staff, board members, organizations adding new gaming types, or upon request for individual training as needed.

Online Gaming

 

State law prohibits online gaming in North Dakota. An exemption exists for state-licensed charitable gaming organizations to provide online raffles, provided the system is through a licensed distributor in North Dakota.

 

 

Tribal Gaming

 

The Gaming division also enforces the tribal-state gaming compacts, which authorize the state’s Native American tribes to conduct gaming at casinos on tribal land. The division conducts random inspections at the state’s five Indian Casinos to ensure game integrity and compliance with wager limits and prize payout ratios.
