Manufacturer Licensing
To become a licensed manufacturer of charitable gaming equipment and supplies in North Dakota, you must complete and submit an application through our online Charitable Gaming Manufacturer Portal.

At the time of application, you must:
- Pay all applicable licensing fees via ACH (electronic bank transfer). Setup instructions are available under the “Help” tab in the navigation bar once you enter the portal.
Credit card payments are not available at this time. - Upload all required supporting documentation.
Manufacturer License Fees
License fees are based on the type of equipment manufactured:
- $1,500 — Manufacturer of paper pull tab dispensing devices
- $5,500 — Manufacturer of pull tabs, bingo cards, electronic quick shot bingo systems and devices, or bingo card marking devices
- $10,000 — Manufacturer of electronic pull tab systems or devices
- $1,000 — Manufacturer of electronic raffle systems
Required Documents to Upload (As Applicable)
- Facility / Premises: Lease or rental agreement (required if you do not own the premises used to manufacture gaming equipment). Please note, you may only upload one in the lease agreement section. For all other lease/rental agreements, you will upload them in the attachments section.
- Electronic Pull Tab Device Manufacturers: License Bond for Manufacturer of Electronic Pull Tab Devices (SFN 61499), $50,000 surety bond payable to the North Dakota Attorney General
- Business Type Documentation: North Dakota Corporate Certificate, Certificate of Organization, or Partnership Registration (as applicable)
- Manufacturer Information: Legal business name; DBA (Doing Business As), if applicable; type of manufacturing business; physical address; and mailing address (if different)
- Corporate Officers (all officers must be entered):Full name, phone number, email address, title/position, date of birth, state of residence, and date of last record check. You will also need to select one corporate officer as the Primary Contact.
- Shareholders (all shareholders must be entered):Full name, date of birth, date of last record check, and percentage of ownership/share. Shareholder percentages must total 100% before your application can be submitted.
- If shareholders are a company, enter the company name in both the first and last name columns. You can use the date of incorporation for your “birth date”.
- Locations:List the name and address of each location in Canada and the United States where any of the following occurs: manufacturing, warehousing, selling, or promotion of gaming equipment and supplies.
- Sales Representatives in ND:Full name, date of birth, and date of last record check if available.
- A Request for Record Check may be completed for each of the manufacturer’s partners if a partnership, each stockholder owning ten percent or more of the outstanding voting common stock of a corporation, including the corporation’s parent or subsidiary corporation, if any. You can furnish the date of the record check during application if you have them available.
- If a record check has been completed within the last year, they may provide the results of this record check as valid.
- If no record check has been completed, please leave this section blank. It is NOT required for many positions for Manufacturers, so please ignore these sections.
Processing Time
Processing times vary depending on whether the submission is a new or renewal application.
- New Applications: Please allow approximately 4–6 weeks for processing, which includes completion of required record checks.
- Renewal Applications (previously licensed applicants): We anticipate a processing time of 1–2 weeks.
