Request: Did the Divide County Ambulance Board violate the open meetings law by holding meetings without public notice?

Conclusion: The Divide County Ambulance District (DCAD) held its annual meeting in March, 2018. There was an announcement at the end of the annual meeting that a board meeting would follow. The DCAD failed to properly notice the meetings, in violation of the law. A public entity has a duty and responsibility to comply with the open meetings law requirements.  In response to questioning by this office, the DCAD provided information that revealed the members engaged in a continuing and widespread practice of using text messaging and emails to conduct public business outside of properly noticed meetings, in violation of the law.
