Conclusion: The Higher Education Challenge Grant Fund was established to support projects dedicated exclusively to the advancement of academics. By statute, grant funds may not be used for scholarships intended solely for the benefit of athletics, so eligible scholarships may not require athletic participation or be intended to entice athletes to intend an institution to play sports. However, student athletes are eligible for matched scholarships so long as the basis for the scholarship is academic rather than athletic; therefore, the state match may indirectly benefit athletics.
