Request: Did the Dakota Center for Independent Living violate the open records law by failing to properly respond to a records request within a reasonable time?

Conclusion: The Dakota Center for Independent Living previously provided financial records to a persistent and prolific requester. The requester then submitted another, vaguely worded, request.  The DCIL properly responded to the vague request. However, the two week delay in responding that no records exist was an unreasonable delay. At the time it received this request, the DCIL was dealing with staffing shortages, end of year financial reporting requirements, and additional record requests from the same requester.
