Request: Did the City of Mandan violate the open records law by failing to respond to a request?

Conclusion:  S. Paul Jordan alleged that he sent an email to a city commissioner’s personal email account, rather than the commissioner’s official city email account, requesting a copy of five recent emails the commissioner had received related to public business. However, the commissioner informed this office that he had no knowledge of the request because his personal email account had been hacked and he had lost all inbound and outbound emails. The City of Mandan did not violate the law by failing to respond to a request because the request was never received.
