BISMARCK, ND – The Consumer Protection division sued Wayne Joseph Delorme, Jr., doing business as 3D Home Improvements, for violations of the consumer fraud and contractor licensing laws.
Delorme solicited advance payments totaling more than $20,000 from at least nine individuals but did not perform any work or provide the materials that were supposed to have been purchased with the advance payments, and did not issue refunds. Delorme has never had a contractor’s license.
The Ramsey County District Court found Delorme in violation of consumer fraud laws and contractor licensing laws and entered a Judgment against him on February 28, 2017.
Delorme is banned from doing any contracting work for five years and thereafter cannot apply for a contractor’s license until he has paid the amounts ordered in the judgment and any outstanding judgments from other individuals. If Delorme obtains a contractor’s license in the future, for the first five years he is ordered not to accept advance payments greater than 25% of the total cost.
